I wouldn't worry too much, esp. if that person's cell is w/ Vodafone - they have next-to-no service over there, last I heard, due to the emergency.

Remember what I said before when we were talking about fire safety - text messages here work on a different system than voice calls. So tell someone over there who has her cell phone to try texting her (if she has that feature).
